The target group of this three-year project, which started in 2003, is the Slovak Family Planning Association (SFPA). The project aims to improve information provision and services in the field of sexual and reproductive health in Slovakia. The project goal is the institutional and capacity building of the SFPA through the transfer of know-how and technical assistance of experts from the Netherlands. The overall management and coordination of the project, contacts and communication is in the hands of Youth Incentives. The outcome will be the increase of information provision and consultation services in the field of family planning and sexual and reproductive health in Slovakia and its future sustainable development. Following start-up meetings, trips have been undertaken to the towns of Košice and Banská Bystrica to maintain contacts with cooperating institutions and professional health workers.
Evaluation meeting in Bratislava, 6 July 2006
The Matra project 'Institutional and Capacity Building of the Slovakian Family Planning Association', that has started in February 2003, ends at 1 August 2006. At the last steering committee meeting of November 2005 it was decided to organise an evaluation meeting in one of the last months and discuss the results of the project.
All participants concluded that SFPA has become a strong and solid NGO (Non Governmental Organisation) with a professional staff that is able to generate income through projects. SFPA has shifted from an 'advocacy organisation' to a 'project organisation' with activities not only in Bratislava, the capital, but also in Banska Bistrica and Roznava. The former executive director Mr. Michael Kliment stepped out 2 years ago and handed over the tasks to Olga Pietruchova, the present executive director. This move gave room to the professionalisation of the staff, and the development of acquisition and project management skills.
One comment that is important for the evaluation of the project, concerned the training activities. Due to the development of the SFPA the training needs of the staff changed. Instead of training courses, a need for training on the job and coaching was expressed, in particular for project management, proposal writing and understanding EU funding. Although all involved parties tried to adapt the activities, described in the Matra project, to those needs, it was sometimes felt that Matra was too strict in following the programme.
At the end of the meeting we all toasted on the success of the project and the future of the SFPA. Youth Incentives and SFPA expressed the wish to continue their partnership.
Training of trainers’ workshop in Bratislava on 23-25 January, 22-24 February and 22-24 March 2006
In the frame work of the Matra proposal 2002 the Slovak Family Planning Association (SFPA) and her partners took part in the first session of a Train-the-Trainer (ToT) workshop on capacity building. Partners for Democratic Change in Slovakia (PDCS), a well known non governmental training organisation facilitated the workshop.
Three workshops were held in January, February and March 2006 and they dealt exclusively with skills and methods regarding the effective transfer and exchange of information. One of the senior consultants of Youth Incentives joined the first and the third workshop for 2 days each to share her views with the participants on Training of Trainers methodology.
Main objectives of the Training of Trainers are:
-
to ensure sustainable organisational development through the possibility for continuous training of SFPA staff by Slovak trainers from within the own organisation.
-
to secure a continued training effort of the SFPA staff, also after the Matra project period.
Specific objectives were to learn how to be an effective trainer and facilitator by improving knowledge, attitude and skills on training methodology, approaches, training styles, techniques and preparation, facilitation and evaluation of a ToT.
Visit to Bratislava, Slovakia, 22 November 2005
In the framework of the project 'Institutional and Capacity Building of the Slovakian Family Planning Association', financed by MATRA, Dutch Ministry of Foreign Affairs, Youth Incentives joined the half-yearly steering committee meeting, organised in Bratislava. Objectives of the steering committee are to monitor, evaluate of and recommend activities
for the project. The half year prolongation of the project was this time the meeting's subject. Due to several reasons the planned activities in the three-year project (February 2003 - February 2006) could not be executed in time, MATRA accepted a prolongation of 6 months. The steering committee made a planning for the next period and agreed organising a meeting to evaluate the project and the partnerships between Slovakian Family Planning Association (SFPA), VVMZ and Rutgers Nisso Groep (RNG).
The theme 'Partnership' has been further explored during the meeting of the board of the SFPA in the afternoon. During a presentation and working in small groups RNG and SFPA have looked at the present partnership, with its needs and benefits. Both organisations have
expressed their will to continue partnership after the project is finished.
Conference in Slovakia, October 9 - 13, 2005
Youth Incentives took part in the conference on Sexuality Education and Quality for life by presenting a comprehensive approach on sexuality education. About 60 participants attended the conference and it was a platform for discussions on the topic sexuality education. It became a channel through which public awareness of sexuality issues was raised. The conference got a lot of media coverage in Slovakia.
The second aim for this visit to Slovakia was to monitor en adjust the planned activities of the Slovak Family Planning Association (SPFA) within the framework of the MATRA Programme of the Dutch Ministery of Foreign Affairs.
